Attorney Cesar Sousa was born and raised in Waterbury, Connecticut, until the age of 13 when he moved to the town of Watertown, Connecticut. He completed his elementary and middle school education at St. Francis of Xavier School in Waterbury and graduated from Watertown High School. He earned his B.A. in Economics and his B.S. in Education from the University of Connecticut in 2000 and went on to receive his Juris Doctorate from Roger Williams University School of Law in 2003.
